Health-Related Social Needs: Housing Benefits & Tenancy Support

Our HRSN teams provide tenancy support benefits to Oregon Health Plan (OHP) members on behalf of Coordinated-Care Organizations (CCOs) across several Oregon counties. Our primary service is eviction prevention alongside short-term case management and other support to eligible participants.

It's important to note that OHP is Oregon's version of Medicaid. Eligibility, benefit coverage, and similar topics are determined by the Oregon Health Authority (OHA) based on state and federal law. Just Compassion cannot determine your eligibility — only your CCO can.

What are HRSN housing benefits?

Qualifying members of OHP can receive the following benefits:

  • Up to six months of rental assistance, including late payments

  • Financial assistance for utilities like gas, electric, and water, including set up fees and late payments

  • Up to six months of storage fees

For some OHP members, including homeowners, HRSN housing benefits include home changes:

  • Home changes for safety: Pest control, heavy duty cleaning, and installation of accessibility devices like ramps, grab bars, and drawer pulls

  • Home changes for health during extreme weather: Air conditioners, heaters, air filters, mini fridges, and portable power supplies

What is HRSN tenancy support?

Tenancy support is included for any OHP member who has been approved for HRSN housing benefits. It is a form of non-financial personal assistance through the HRSN case manager. Examples of support include:

  • Help understanding the terms of your lease

  • Advocating for you with your landlord

  • Identifying and referring you to other supportive services 

Like many things related to OHP and Medicaid, HRSN can be confusing. Here are some need-to-know details.

What does "HRSN" mean?

  • "HRSN" stands for "Health-Related Social Needs." These describe socio-economic factors that impact a person's physical or mental health outcomes, like housing instability.

  • You can learn more about what other health-related social needs the OHP supports through the Oregon Health Authority.

How do I know if I qualify?

  • There are several eligibility criteria for the HRSN program. First and foremost, you must be an OHP recipient. Ultimately, only your Coordinated-Care Organization (CCO) can tell you if you qualify.

  • Some eligibility criteria include, but are not limited to: income, age, and renter status.​

What is a CCO?

  • A Coordinated-Care Organization is a type of healthcare and insurance provider specific to enrolled members of OHP. You may have heard of these providers before; for example, HealthShare of Oregon (CareOregon), Trillium Community Health Plan, or PacificSource Community Solutions. Oregon Health Authority has a service area map to help you identify your CCO.

  • If you receive OHP or Medicaid, but you can't find your provider information, contact OHP for support at 1-800-273-0557 or email at Ask.OHP@odhsoha.oregon.gov. They will help you identify your provider and other membership data you may need to make an HRSN claim.

  • Open-card providers like Accentra also cover HRSN benefits.

I'm not eligible for tenancy support through OHP, but I need help paying rent and/or utilities! What should I do?

  • You should contact 211. They will narrow down possible resources based on your location and needs.

To access HRSN benefits, you must request them from your CCO. Only your CCO can tell you if you are eligible and connect you to these benefits.

If possible, you should try to have the following documents nearby when you request support from your CCO:

If you need rental support: Your signed lease or written lease agreement, and your W9

If you need utility support: Your most recent utility bill(s)

If you need storage support: Your most recent storage bill

If you need home modifications or remediations: Your scope of work, signed by your landlord, yourself, and your service provider
